A Public Hearing of the Eisenhower Public Library District Board of Trustees September 20, 2018
 
President Braun called the public hearing to order at 7:31 P.M.
 
ROLL CALL
Present: Magnuson, Magnelli, Ross, Ringelstein, Braun.
Absent: Rothbart, Sticha.
Also Present: Wittmann, Bacarella, Stam, Clark, Lewis, Tomzik, V. Bitters (7:33 P.M.).
 
This Public Hearing is being held in connection with the Tentative Budget and Appropriations of the Eisenhower Public Library District, Cook County, Illinois, for the fiscal year beginning July 1, 2018 and ending June 30, 2019.
 
There were no questions concerning the Tentative Budget and Appropriations. 
 
ADJOURNMENT
Trustee Ross moved, seconded by Trustee Magnuson, THAT THE PUBLIC HEARING BE ADJOURNED.  A voice vote was taken and the motion carried.
 
The Public Hearing was adjourned at 7:37 P.M.
 
 

 

The Regular Meeting of the Eisenhower Public Library District Board of Trustees September 20, 2018
 
President Braun called the meeting to order at 7:47 P.M.
 
ROLL CALL
Present: Magnelli, Magnuson, Ross, Ringelstein, Braun.
Absent: Rothbart, Sticha.
Also Present: Wittmann, Bacarella, Stam, McPhillips, Lewis, V. Bitters, Sciaccotta, Tomzik, Clark.
 
RECOGNITION OF VISITORS
There were no visitors.
 
PUBLIC COMMENT
There were no comments from the public.
 
APPOINTMENT OF TREASURER PRO TEM
Trustee Ross moved, seconded by Trustee Ringelstein, TO APPOINT TRUSTEE MAGNELLI AS TREASURER PRO TEM IN TRUSTEE ROTHBART’S ABSENCE. A voice vote was taken and the motion carried.
 
APPROVAL OF MINUTES
Trustee Magnelli moved, seconded by Trustee Ross, THAT THE MINUTES OF THE BUILDING AND GROUNDS COMMITTEE MEETING HELD AUGUST 16, 2018 BE APPROVED. A voice vote was taken and the motion carried. Trustee Ross moved, seconded by Trustee Ringelstein, THAT THE MINUTES OF THE REGULAR MEETING HELD AUGUST 16, 2018 BE APPROVED.   A voice vote was taken and the motion carried.  
 
FINANCIAL REPORT
We are on target with spending. Our financials are looking good. 
 
APPROVAL OF CURRENT BILLS 
Trustee Magnuson moved, seconded by Trustee Ross, THAT REGULAR PARKWAY CHECKS 25950 THROUGH 26013 TOTALING $69,831.20 FOR THE MONTH OF SEPTEMBER; MANUAL PAYMENTS TOTALING $8,119.26 FOR THE MONTH OF AUGUST; MANUAL CHECKS 25947 THROUGH 25949 TOTALING $638.91 FOR THE MONTH OF AUGUST; PETTY CASH CHECK 4996 IN THE AMOUNT OF $56.55 FOR AUGUST; CHECKS 25763, 25832, 25880 VOID; AUGUST NET WAGES TOTALING $154,052.65, AUGUST PAYROLL TAXES IN THE AMOUNT OF $61,922.94, AND AUGUST IMRF GOV ONE DEBIT IN THE AMOUNT OF $27,197.31.  A voice vote was taken and the motion carried.
 
COMMITTEE REPORTS
Options For Courtyard on North East Corner of Wilson and Oketo—
The committee discussed the options for the courtyard.
 
Brick Paver Removal and Installation Proposals: Tommy Pollina, 3D Brick Paving, and Rosario Gambino & Son—
The committee decided to hold off on approving the proposals until they are able to can get a cost for laying cement.
 
Giving Tree vs Pavers—
The committee discussed having a giving tree as opposed to donation bricks. 
 
UNFINISHED BUSINESS
 
Appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body and pending litigation— Closed Session 
No report.
 
Illinois Public Library Annual Report—
We filed the Annual Report for the 2017–2018 fiscal year electronically on LibPass on August 20, 2018. Public Libraries are required to file an annual report (75 ILCS 16/30-65) and having an annual report on file is a qualification for receiving a Per Capita Grant.   
 
NEW BUSINESS
Ordinance 2018-3, “Ordinance Providing for Budget and Appropriations of Eisenhower Public Library District, Cook County, Illinois for the Fiscal Year Beginning July 1, 2018 and Ending June 30, 2019” 
 
Trustee Ringelstein moved, seconded by Trustee Ross, TO ADOPT ORDINANCE 2018-3, “ORDINANCE PROVIDING FOR BUDGET AND APPROPRIATIONS OF EISENHOWER PUBLIC LIBRARY DISTRICT, COOK COUNTY, ILLINOIS FOR THE FISCAL YEAR BEGINNING JULY 1, 2018 AND ENDING JUNE 30, 2019.”   A roll call vote was taken and the results were as follows:  AYES Magnuson, Magnelli, Ross, Ringelstein Braun. NAYS.  None.  ABSENT  Rothbart, Sticha. The motion carried.
 
Certified Estimate of Revenues—The estimated revenues are incorporated into the Budget and Appropriation Ordinance.
Trustee Magnuson moved, seconded by Trustee Ross, TO APPROVE THE EISENHOWER PUBLIC LIBRARY DISTRICT, COOK COUNTY, ILLINOIS, ESTIMATE OF REVENUES FOR THE FISCAL YEAR BEGINNING JULY 1, 2018 AND ENDING JUNE 30, 2019.  A roll call vote was taken and the results were as follows:  AYES  Braun, Magnuson, Magnelli, Ross, Ringelstein. NAYS None.  ABSENT  Rothbart, Sticha. The motion carried.
 
FY 2017-2018 Annual Audit—
The audit fieldwork took place September 11th and 12th.  The Draft Audit should be available by the November Board meeting. 
 
Personnel Changes— 
Ivy Ramos was hired as new Processing Clerk in Technical Services. Her start date was Monday, September 17th. Pamela Colovos, Circulation Services Clerk, has resigned. Her last day will be Saturday, October 6, 2018.
 
Any Other Business— 
Trustee Magnuson wants to know when the garden strip on the west side of the building will get planted. Director Wittmann advised that they will begin next week.  
 
 
Friends of the Library Updates—
Trustee Ringelstein advised that Ruth Igoe is the President right now, Dawn is Director, Patty Mann is the Treasurer. The emergency assistance fund was approved for $300. She is working with Mike to put together a book donation box with tubing material. Chris Clark will possibly decorate the book box with book covers which will contain the rules of the donation box. They are giving $2,000 to Lit Works. They thanked Trustee Braun for selling the comic books at Comic con. They discussed doing a promotional item for the Friends. A committee is working on this. They are reimbursing the library for the carvey. There will not be a November meeting due to the closing of the library the day before Thanksgiving.  
 
LIBRARY DIRECTOR’S REPORT  
Director Wittmann’s Librarian report was discussed as items occurred on the agenda.  
 
COMMUNICATIONS
The Statement of Cash Receipts will be submitted to Cook County with the Treasurer’s Certificate.  It no longer needs to be published as long as we publish that we have the Audit on hand and available for inspection after it is done. We received a FOIA request from Norridge resident Ricardo Mora requesting a copy of all reservations made for the September 18, 2018 event including the name of persons making reservations and date reservations were made: Event Details Join Dr. Mark Klaisner from West Cook Intermediate Service Center for an impartial, informational look at the process of school district consolidation. We received a FOIA request from Norridge resident Adam Chudzik requesting any and all reservations for the Mark Klaisner from West Cook Intermediate Service Center event on September 18 2018, include the name of each person and the date the reservation was placed. Letter from Driehaus Museum thanking the library for purchasing a membership. This was purchased as a summer reading prize.
