January 18, 2024 Board of Trustees Meeting Minutes

The Regular Meeting of the Eisenhower Public Library District Board of Trustees January 18, 2024.

CALL TO ORDER

President Braun called the meeting to order at 7:33 P.M.

ROLL CALL

Present: Braun, Magnelli, Magnuson, Parent, Ross.
Absent: Ringelstein, Krebs.
Also Present: Wittmann, Bacarella, Furfori, Lewis, Sciaccotta, Tomzik, Stam.
Also Present Electronically: Clark, McPhillips.

RECOGNITION OF VISITORS

There were no visitors present.

There were no comments from the public.

APPROVAL OF MINUTES

Trustee Ross moved, seconded by Trustee Magnelli, THAT THE MINUTES OF THE ISLAND WITHIN A CITY COMMITTEE MEETING HELD DECEMBER 21, 2023 BE APPROVED. A voice vote was taken and the motion carried. Trustee Ross moved, seconded by Trustee Magnuson, THAT THE MINUTES OF THE REGULAR MEETING HELD DECEMBER 21, 2023 BE APPROVED. A voice vote was taken and the motion carried.

FINANCIAL REPORT

Director Wittmann reported that we are looking good. We have received a lot tax money and our expenditures are on target.

APPROVAL OF CURRENT BILLS

Trustee Magnuson moved, seconded by Trustee Parent, THAT REGULAR PARKWAY CHECKS 30690 THROUGH 30749 TOTALING $145,370.20 FOR THE MONTH OF JANUARY; MANUAL PAYMENTS TOTALING $11,494.82 FOR THE MONTH OF DECEMBER; CHECKS 30118 30169 30524 VOID; NET WAGES TOTALING $176,144.28; DECEMBER PAYROLL TAXES IN THE AMOUNT OF $73,620.75; AND DECEMBER IMRF GOV ONE DEBIT IN THE AMOUNT OF $30,175.66. A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ross, Parent, Braun. NAYS None. ABSENT Krebs, Ringelstein. The motion carried.

COMMITTEE REPORTS

Director Wittmann reported that they put together a slate of programs to recognize National Military Appreciation Month in May. She is hoping that they are able to persuade attendees at the programs to fill out a military service form and sign the waiver to include their information in the book. She also reported that Rich Massaro reached out to her after their last meeting and said that he is willing to approach people in the community to help fill in the gaps they have in their planned chapters. Director Wittmann and Dan have been working to sort the completed essays that they have into those chapters in order to identify those gaps for Rich. Director Wittmann advised that the library subscribed to Basecamp, and she started a Basecamp project board for the book. She’s been experimenting with how it’s working with staff members and with Trustee Ringelstein, who is the co-chair of the Committee. She thinks it’s working well and she is almost ready to roll it out to the rest of the Committee.

UNFINISHED BUSINESS

FY 2022-2023 Annual Audit—
Illinois NFP Audit & Tax, LLP filed our Taxing Districts’ Financial Statements and Disclosures with the Cook County Treasurer in compliance with the County’s Debt Disclosure Ordinance.
The audit was filed with the State of Illinois Comptroller. Chapman and Cutler filed the 2023 CDU Annual Financial Information and Audit with EMMA.

Per Capita Grant FY2024—
The FY24 Per Capita Grant application along with the FY22 expenditures report and Book Banning Certification have been submitted to the State.

NEW BUSINESS

Community Kindness Day—
Community Kindness Day will take place on Saturday, April 20, 2024.

Close Library for a Staff In-Service Day on Friday, April 5, 2024—
The January 12 In-Service day was canceled due to weather so Director Wittmann recommended to the Board to reschedule it for Friday, April 5. Trustee Magnuson moved, seconded by Trustee Parent, TO CLOSE THE LIBRARY ON FRIDAY, APRIL 5, 2024 FOR A STAFF IN-SERVICE DAY. A voice vote was taken and the motion carried.

Behavior Policy Revision—
The Board agreed to table the Behavior Policy Revision discussion until next month.

Disposal of Surplus Library Personal Property—
Trustee Parent, seconded by Trustee Ross, TO APPROVE THE DISPOSAL OF SURPLUS LIBRARY PERSONAL PROPERTY. A voice vote was taken and the motion carried.

2024 Exempt Affidavit—
Library Property must be certified annually with the Cook County Assessor to maintain exempt status. We are still waiting for the letter from Cook County. Once the letter comes in we will submit the affidavit.

IRS Mileage Rate—
The IRS has changed the approved mileage reimbursement rate to 67 cents per mile effective January 1, 2024 The Library continues to pay the IRS approved mileage reimbursement rate.

Personnel Changes—
There were no personnel changes.

Any Other Business—
There was no other business.

LIBRARY DIRECTOR’S REPORT

Director Wittmann’s Librarian report was discussed as items occurred on the agenda. She reported that the sprinkler head that was busted has been fixed but a check valve needs to be replaced. The valve had to be ordered and should be in next week. It is faulty and not holding the pressure. Director Wittmann and Dan assessed the situation in the Reference Department today. The carpet is almost dried. There is something wrong with the box that leads into the walker duct. One of the other outlets works. Everything was moved out of the offices and relocated to the Teen Space. A lot of stuff still needs to be sorted through. All of the computers on the computer row need to be checked. The Department should be open on Saturday. Staff will be relocated temporarily to the Teen Space. The Harwood Heights Building Commissioner visited the Library today and said that maybe the sprinkler system is getting old. Director Wittman said they are going to get the whole sprinkler system checked.
