November 12, 2020 Special Board Meeting Minutes

The Special Meeting of the Eisenhower Public Library District Board of Trustees November 12, 2020

CALL TO ORDER

President Braun called the meeting to order at 7:38 P.M.

ROLL CALL

Present Electronically: Magnelli, Magnuson, Ross (7:45 P.M.), Ringelstein, Braun, Parent, Adams. Absent: Committee Member Massaro.

Also Present Electronically: Wittmann, Bacarella, Stam, Committee Members: McPhillips, Blubaugh, D. Parent, and Attorney Thomas M. Melody.

COVID-19 DECLARATION

Declaration by the Board President that a fully in-person meeting is not Practical or Prudent because of COVID.

RECOGNITION OF VISITORS

Attorney Thomas M. Melody was recognized.

A motion was made by Trustee Parent, Seconded by Trustee Ringelstein, TO CONVENE CLOSED (EXECUTIVE) SESSION 5ILCS 120/2 (C) (1) AND 5ILCS 120/2 (1) (11) AT 7:39 P.M. TO DISCUSS THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY AND PROBABLE OR EMINENT LITIGATION. A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Adams, Braun. NAYS None. ABSENT Ross. The motion carried. A motion was made by Trustee Ross, seconded by Trustee Ringelstein. TO RECONVENE THE REGULAR MEETING AT 8:19 P.M. A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Adams, Ross, Braun. NAYS None. ABSENT None. The motion carried.

Any Other Business—
The Board discussed the mitigation efforts issued by the state due to Covid-19. There are some libraries planning to close either temporarily or through the end of the year. Director Wittmann advised that libraries were given a little direction from RAILS. They advised on the new mitigation tiers that the state had given out. Currently we are in phase 4 tier 1, which is the lowest tier. Director Wittmann reported that there is no specific guidance for libraries but we are mostly equivalent to a retail establishment or an office. There is no direction right now in tier 1 for retail establishments. She is concerned about the infection rate going up fast. Director Wittmann advised that RAILS advised that the Library Boards had to determine for their communities whether or not what they offer constituted an essential service in context of a pandemic. Right now, the Library is working hard to make sure they keep patrons and staff safe by providing personal protective equipment, cleaning supplies, and hand sanitizer. If the Library decided to shut down due to the county’s stay at home advisory, they would continue curbside pickup, delivery, virtual services, and phone reference. Trustee Braun felt that we need to keep people safe and was in favor of shutting down if Director Wittmann sees fit. If the Library decided to shut down Trustee Magnuson felt that the end date should be open-ended. Dawn Parent advised that if the Library put tables out again that they could have anything they wanted from the book room. Trustee Adams commented that when the pandemic started in March and the Library shut down that there was no shortage of activities being offered to patrons. She felt that if the Library shut down to patrons that there is still so much offered online. Director Wittmann thanked Trustee Adams for her comment and added that they are looking to circulate musical instruments and sewing machines and expanding what we are offering to people. Trustee Magnelli asked what the Library thought about checking out tools. He would be able to donate some.

Trustee Ross moved, seconded by Trustee Parent, THAT THE MEETING BE ADJOURNED.  A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Adams, Ross, Braun.
