November 17, 2022 Board of Trustees Minutes

The Regular Meeting of the Eisenhower Public Library District Board of Trustees November 17, 2022.

CALL TO ORDER

President Braun called the meeting to order at 7:42 P.M.

ROLL CALL

Present: Magnuson, Ross, Ringelstein, Braun, Parent, Krebs.

Declaration by the Board President that a fully in-person meeting is not Practical or Prudent because of COVID.

APPROVAL OF MINUTES

Trustee Krebs moved, seconded by Trustee Ross, THAT THE MINUTES OF THE REGULAR MEETING HELD OCTOBER 20, 2022 BE APPROVED. A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Ross, Krebs, Braun. NAYS None. ABSENT None. The motion carried.

FINANCIAL REPORT

Director Wittmann reported that the financials are looking good; we are at or under where we should be. We have collected over 100% percent of our other income. We have received over $6,000 this past month in interest. We have received the extension report from Cook County. She reported that our EAV went down by $64,634,192. This is good news for property owners.

APPROVAL OF CURRENT BILLS

Director Wittmann reported that we received the balance reimbursement from the insurance carrier for the Library’s payment to the roofer. They took the $1,000 deductible out of the reimbursement. Trustee Parent moved, seconded by Trustee Magnuson TO APPROVE REGULAR PARKWAY CHECKS 29652 THROUGH 29717 TOTALING $115,646.36 FOR THE MONTH OF NOVEMBER; MANUAL PAYMENTS TOTALING $11,031.80 FOR THE MONTH OF OCTOBER; MANUAL CHECK 28853 TOTALING $39.92 FOR THE MONTH OF OCTOBER; VOIDED CHECK 29549; OCTOBER NET WAGES TOTALING $109,524.11; OCTOBER PAYROLL TAXES IN THE AMOUNT OF $46,501.80; OCTOBER IMRF GOV ONE DEBIT IN THE AMOUNT OF $20,531.36; AND GENERAL OBLIGATION LIMITED TAX DEBT CERTIFICATE WIRE TRANSFER IN THE AMOUNT OF $24,587.50. FY 2021-2022 Annual Audit—
Director Wittmann reported that the audit she received the audit earlier than anticipated. No management letter was received. Everything looks good. She advised that next year she would look into creating a RFP to assess our options for an auditor. Trustee Magnuson moved, seconded by Trustee Ringelstein, TO APPROVE THE AUDIT FOR THE 2021-2022 FISCAL YEAR AND TO AUTHORIZE THE LIBRARY DIRECTOR AND THE BUSINESS MANAGER TO SIGN THE LIBRARY’S REPRESENTATION LETTER. A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Ross, Krebs, Braun. NAYS None. ABSENT None. The motion carried.

NEW BUSINESS

Ordinance 2022-4 Levy Ordinance “Ordinance Levying and Assessing Taxes of Eisenhower Public Library District, Cook County, Illinois for the Fiscal Year Beginning July 1, 2022 and Ending June 30, 2023”—
Trustee Parent moved, seconded by Trustee Ross, TO ADOPT ORDINANCE 2022-4, “ORDINANCE LEVYING AND ASSESSING TAXES OF EISENHOWER PUBLIC LIBRARY DISTRICT COOK COUNTY, ILLINOIS, FOR THE FISCAL YEAR BEGINNING JULY 1, 2022 AND ENDING JUNE 30, 2023.” A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Ross, Krebs, Braun. NAYS None. ABSENT None. The motion carried.

Carpeting Proposal for the Large Meeting Room—
Trustee Ross moved, seconded by Trustee Ringelstein, TO APPROVE THE PROPOSAL FROM PINNACLE FLOORING COMPANY TO REPLACE THE CARPETING IN THE LARGE MEETING ROOM. A Roll Call Vote on the Motion was taken and the results were as follows: AYES Magnuson, Magnelli, Ringelstein, Parent, Ross, Krebs, Braun. NAYS None. ABSENT None. The motion carried.

April 4, 2023 Consolidated Election—
The Consolidated Election will take place on April 4, 2023. Three trustees to be elected for six year terms and one for a 4 year unexpired term. The petitions and nominating papers can be filed in the Business Office starting at 9 a.m. on Monday, December 12 through Monday, December 19. The pre-filing notice will be sent to the Pioneer news.

Annual Director Review—
Each Trustee received a clean copy of the Director’s evaluation form and the 2022 goals. Please return the evaluations to Ellen Bacarella by Monday, December 12, 2022.

Personnel Changes—
Barbara Micek has retired after 30 years of service to the Eisenhower. Friday, November 18 will be her last day.

FRIENDS OF THE LIBRARY UPDATES

Julie Stam reported that their next quarterly meeting is December 21. Lisa has been working in the book sale room on a weekly basis. They are filling up the bins with donations and have to call for pick up and they are not willing to pick them up as frequently. The Friends had their own wiki at one time but it is no longer in use. There is a Friends of the Library page on the Library’s website.

LIBRARY DIRECTOR’S REPORT

Director Wittmann’s Librarian report was discussed as items occurred on the agenda. She reported that the property tax bills just came out and we should start receiving tax money soon after the first of the year. Financially we are fine right now. The benches have been installed and look great. Due to the reporting on GASB for the roof installation, the auditors worked extra hours researching and adjusted their fee accordingly.

COMMUNICATIONS

Letter from Robbins Schwartz notifying the library of an hourly rate increase of $20.00.
